The aim of Reading First is to build literacy capacity in support of the goal -- all Nevada's third graders will be successful readers.

Mobilizing the resources and coordinating the strategies to accomplish such a complex task is much akin to assembling a large puzzle. If you've ever assembled a puzzle you know that the task is greatly assisted by the "four corners" strategy - find the four corner pieces first.
